There are life circumstances where parents and children may go for long periods of time without contact. When the relationship between parent and child needs to be repaired it can be difficult to begin the process of reunification, especially if the other parent does not agree to it.  It is the court’s view that it is in the best interest of every child to have a relationship with both of their parents.  Parental rights are recognized by the court as being constitutional rights which means a parent does not automatically lose their rights as a parent without due process and a court hearing.  However, a parent does not want to wait until they are served with papers to assert their parental rights as that point may be too late.
